Secretary Of The Legislature Attends The Commonwealth Parliamentary Association’s Professional Development Seminar In Botswana

Themed, “Parliaments and Public Finance Management: Fostering Transparency and Accountability”, the Seminar is held in Botswana from the 11th to the 13th March 2026. The Secretary of the Legislature Ms Nerusha Naidoo joins the most senior officials of the Commonwealth Parliaments in attending this important Seminar that seeks to arm these officials with tools for financial accountability.

Under the auspices of the Commonwealth Parliamentary Association (CPA) Africa Region, the Seminar seeks to amongst other objectives: (1) arm delegates with Effective Parliamentary Tools and Mechanisms for effective Oversight of the implementation of the PFM, (2) Establish thorough understanding of the legal framework for the implementation of the PFM, (3) Re-engineer the roles and scope of Budget Offices of parliaments, (4) Establish Frameworks for effective monitoring and evaluation of PFM processes and reforms. (5) look at the oversight role of parliaments in Public Debt Management. (6) Implementing the SDGs by leveraging the SADC Model Law on Public Finance Management.

According to Ms Naidoo the attendance at this Seminar by parliamentary staff of the Africa Region “reinforces and strengthens the oversight capacity of Legislatures. The seminar powerfully demonstrates how strengthened institutional capacity, credible and independent support structures, skilled staff, advanced technologies, and collaborative research are essential to enhancing parliamentary oversight, transparency, and accountability in public finance management across Africa.”
