To mark the beginning of Women’s Month, the Speaker of the KwaZulu-Natal Legislature, Hon. Nontembeko Boyce, held a Civic Education programme at Oshabeni MPCC Hall, Ray Nkonyeni Local Municipality.

The civic education programme included both women and men from Oshabeni. Its goal was to raise awareness around Legislature programmes and spark meaningful conversations about social ills, abuse, and the rights of communities.

“As we come out of Men’s Month and enter August, which is dedicated to celebrating women, it’s important that we continue to educate communities about their rights, and the channels available to report abuse,” said Hon. Boyce. “Programmes like this are not just about information-sharing, they’re about empowering people.”

Inkosi Lushaba expressed appreciation to the Legislature for prioritising rural outreach and community education. “We welcome this kind of engagement. It shows the Legislature’s commitment to making sure all communities understand how they can participate in and benefit from democracy.”

As part of the day’s activities, community members took part in a fun and informative quiz, with small tokens of appreciation handed out by Hon. Boyce to those who participated.

The Civic Education programme forms part of a broader drive by the Legislature to deepen public understanding of its work and build an active, informed citizenry, especially during a month that highlights the strength and resilience of women

KZN Legislature Tables 2025/26 Budget Vote And Celebrates Fifth Consecutive Clean Audit

MEDIA STATEMENT
FOR IMMEDIATE RELEASE
31 July 2025

KZN LEGISLATURE TABLES 2025/26 BUDGET VOTE AND CELEBRATES FIFTH CONSECUTIVE CLEAN AUDIT

The KwaZulu-Natal Legislature is proud to announce that it has once again received a clean audit outcome for the 2024/2025 financial year, marking the fifth consecutive year of this achievement.

Delivering the announcement during the tabling of the 2025/2026 Budget, Speaker of the KwaZulu-Natal Legislature, Hon. Nontembeko Boyce, emphasised that this milestone is not just about clean books, but about what those books represent, a disciplined, competent, and people-centred institution that takes its duty to the public seriously.
“This clean audit outcome is a reflection of the hard work, stability, and excellence of our administration and political leadership. It confirms that beyond passing laws and conducting oversight, this Legislature is committed to being a model institution that earns the trust of the people of KwaZulu-Natal,” said Speaker Boyce.

Speaker Boyce also highlighted a key challenge: only 0.5% of the provincial budget is allocated to the Legislature, yet this small fraction is expected to provide effective oversight over 99.5% of the Province’s expenditure, most of which goes to social services like education, health and social development.

“Out of this 0.5%, the Legislature is expected to execute consultative law-making, public participation and ensure effective oversight on service delivery as required by the Constitution. This is a funding model we must interrogate as we seek a more balanced, responsive and accountable governance system.”
Speaker Boyce highlighted that the Legislature’s consistent clean audits are a result of a deliberate investment in institutional stability, professional capacity and strong internal systems.

She praised the dedication of the Legislature’s staff many of whom are among the most experienced public servants in the country for delivering quality and consistency, even under tough economic conditions.

Despite tight budgets, rising public expectations, and external pressures, the KwaZulu-Natal Legislature has proven that accountability and excellence can co-exist. From consistent engagement with the Auditor-General’s recommendations to ongoing reform of internal processes, the Legislature has entrenched a culture of ethical leadership and clean governance.
The Speaker concluded by reaffirming the Legislature’s commitment to being a trusted voice of the people:”We are not here to govern from a distance.

We are here to remain rooted in our communities, responsive to our people, and accountable to the future,” said Hon Boyce.

KZN Legislature Brings Mandela Day Cheer to Zamokuhle Crèche

As part of the 67 Minutes of service for Mandela Day, Members of the KwaZulu-Natal Legislature, led by Speaker Hon. Nontembeko Boyce, spent the day at Zamokuhle Crèche in Ward 18, Enkungwini, Jozini. The team rolled up their sleeves to assist with much-needed renovations, including fixing broken windows, repairing gutters, painting, and cleaning the yard.

Hon. Boyce said the initiative forms part of the Legislature’s ongoing civic education programme, which aims to empower and uplift communities across the province.

“It’s important for us, as the Legislature, to join the rest of the world in honouring Tata Mandela’s legacy. Today we are paying it forward by giving our time to Zamokuhle Crèche. We know that many of the people working in crèches do so voluntarily, out of love and commitment – that’s why it matters for us to show up and say thank you,” said Hon. Boyce.

Joining the programme was Inkosi uMngomezulu  of Enkungwini Traditional Council and uMkhanyakude District Mayor, Cllr S Mdaka, who welcomed the Legislature’s presence in the area.

“We appreciate the Legislature choosing our district for this important day. As a municipality, we noticed the crèche does not have a water tank, and we have already arranged for one to be delivered before the programme concludes,” said Cllr Mdaka.

In addition to the renovations, the Legislature also donated tables and chairs, educational toys, and a jungle gym to help create a more stimulating learning and play environment for the children.

Hon. Boyce also encouraged the community to protect and take care of the crèche and the items that have been donated, stressing that collective responsibility is key to building a better future for the children. #kznlegislature #kznmpls #mandeladay #67minutes

KZN Legislature COGTA Portfolio Committee Undertakes Successful Oversight Visits To Struggling Municipalities

KZN LEGISLATURE COGTA PORTFOLIO COMMITTEE UNDERTAKES SUCCESSFUL OVERSIGHT VISITS TO STRUGGLING MUNICIPALITIES

The KwaZulu-Natal Legislature’s COGTA Portfolio Committee today held two Section 132 hearings at Umzinyathi District and eNdumeni Municipalities to address concerns about financial mismanagement, project delays, and lack of accountability raised by the Auditor General (AG).
The legislature utilizes Section 132 hearings as a mechanism to hold municipalities accountable for their adverse audit outcomes and financial management practices. The hearings are held under Section 132 of the Municipal Finance Management Act and are a crucial part of the legislature’s oversight function.

COGTA Portfolio Committee Chairperson, Hon Marlaine Nair said the committee had resolved to hold meetings with worst performing municipalities which have received adverse audits, disclaimer audits and qualified audit reports from the Auditor General in the last financial year.

“Today we held two successful meetings as part of our responsibility under Section 132 of the MFMA, which requires the Legislature to conduct formal oversight over the municipality’s annual report and the findings of the Auditor-General. This is an important part of our work in ensuring financial accountability, good governance, and service deliver,” added Nair.
She described the engagement with uMzinyathi District Municipality as crucial because the municipality has been under a Section 139(1)(b) intervention since 2016, which saw the provincial government taking over certain functions of the municipality due to serious failures in governance and administration.
Despite this intervention, the municipality has continued to perform poorly. The Auditor-General has issued an adverse audit opinion for the third consecutive year, meaning the financial statements are not reliable and there is serious non-compliance with laws and regulations.
In the 2023/24 financial year, the AG identified R1.4 billion in irregular expenditure, R323 million in unauthorised spending, and R42 million in fruitless and wasteful expenditure.
The municipality has tabled unfunded budgets for the past three years, is at risk of running out of cash, and is struggling to deliver basic services especially in the water sector where major infrastructure projects remain incomplete.
Endumeni Municipality also faced a myriad of administrative challenges which saw it receiving a disclaimer from the AG.
Nair described today’s meetings as a resounding success, adding that Members of the legislature were able to fully understand what drove long-standing problems and what was being done to resolve them in both municipalities.
The legislators were also able to recommend practical solutions and clear follow-up steps for this committee and for provincial government.
